Bill James is Managing Director of JRES Intelica CRE, a commercial and residential real estate appraisal and consulting firm based in the Denver. JRES Intelica CRE provides real estate decision support to lenders, attorneys, governments and property owners throughout the State of Colorado and occasionally in other states with emphasis in affordable housing, transportation oriented development and a wide variety of unusual property types relying in part on Bill’s designation as an MAI appraiser by the Appraisal Institute.

Bill is a former member of the Colorado Board of Real Estate Appraisers and licensed as a Real Estate Broker.  He has been accepted as an expert witness in several jurisdictions. Bill has taught appraisal courses at the University of Denver, University of Colorado, the Denver Metropolitan Commercial Association of Realtors, and the Colorado Association of Realtors. 

In the Appraisal Institute, Bill has been Chair of the General Appraiser Council and the Admissions Appeals Board, and a member of the Board of Directors, the Regional Ethics and Counseling Panel, the Appraisal Standards Council.

In 1997 Bill assisted in establishment of Transportation Solutions a transportation management association based in the Cherry Creek area of Denver and has served twice as Chair of its Board of Directors.  He was appointed to the Colorado Board of Real Estate Appraisers in 2000-2003 and publicly elected to the Board of Directors of the Regional Transportation District in 2008-2016.  Bill was elected to the Board of Directors of Housing Colorado in 2012-2017.

Bill grew up in Seattle and earned his undergraduate degree in Urban Development from the University of Washington.  After that he managed real estate while in the US Army in Stuttgart, Germany and began his appraisal career with a leading firm in Seattle.  After opening an office for the firm in Anchorage, Alaska, bill settled in Denver in 1976, earned his MBA in Real Estate and Construction Management at the University of Denver and started JRES.  Bill lives in Denver with his wife Donna James.
